New Delhi/Alive News: The Commission for Air Quality Management (CAQM) has imposed Stage 1 of the Graded Response Action Plan (GRAP) across Delhi and the National Capital Region (NCR) for the first time this season as air pollution levels worsen. The decision was announced on Wednesday after Delhi’s Air Quality Index (AQI) reached 244 at 2 pm, placing it in the ‘poor’ category.
GRAP-1 measures are activated when the AQI falls between 201 and 300. The plan introduces stricter measures in stages as pollution increases. GRAP-2 applies when the AQI is between 301 and 400, GRAP-3 when it is between 401 and 450, and GRAP-4 when the AQI exceeds 450.
Under GRAP-1, district administrations, pollution control boards and municipal authorities will take steps to control dust, vehicle emissions, waste burning and other sources of pollution across Delhi-NCR.
Key Restrictions Under GRAP-1
1. Restrictions on Old Vehicles
Diesel vehicles older than 10 years and petrol vehicles older than 15 years face restrictions on operation under the applicable rules. Vehicle owners should check the latest directions and enforcement requirements before travelling.
2. Ban on Coal and Wood in Eateries
Roadside eateries and commercial kitchens will be prohibited from using coal and wood as fuel under the prescribed measures. They will be required to use electricity, gas or other approved clean fuels.
3. Mechanised Road Sweeping
Authorities will increase mechanised road sweeping and water sprinkling to reduce dust. The collected dust must be disposed of scientifically at designated sites or landfills.
4. More Anti-Smog Guns at Construction Sites
The use of anti-smog guns, water sprinklers and other dust-control measures will be intensified at road construction, widening, repair and maintenance sites.
5. Restrictions on Dust-Producing Construction Work
Construction activities that generate significant dust without adequate mitigation measures will face restrictions. Project sites must carry out water sprinkling and adopt the required dust-control practices.
6. Action Against Waste Burning
Open burning of garbage will be prohibited, and authorities will intensify enforcement against violations. Measures will also be strengthened to ensure proper handling of biomedical waste and monitor emissions from heavy vehicles.
7. Restrictions on Diesel Generator Sets
The regulated operation of diesel generator sets will be strictly enforced across industrial, commercial and residential areas of the NCR. Their use must comply with the applicable pollution-control directions.
What Does GRAP-1 Mean for Delhi-NCR Residents?
GRAP-1 focuses on controlling pollution at its source before air quality deteriorates further. Residents may notice increased road cleaning, water sprinkling and inspections at construction sites. Vehicle owners and businesses must follow the applicable restrictions.
If pollution levels continue to rise, authorities can implement GRAP-2, GRAP-3 and GRAP-4 measures, bringing progressively stricter controls on transport, construction and other activities.
The CAQM has directed the concerned agencies to implement the measures strictly across Delhi-NCR to help prevent further deterioration in air quality.
