IMA Haryana Holds Online Meeting with ACS Health on ABHPA Issues

Faridabad/Alive News: An online meeting was held on 6th August 2025 between Team IMA Haryana, Additional Chief Secretary (ACS) Health Sh. Sudhir Rajpal, and officials of ABHPA Haryana.

Representing IMA were President Dr. M.P. Jain, Immediate Past President Dr. Ajay Mahajan, President Elect Dr. Sunila Soni, Secretary Dr. Dhirendar K. Soni, and Chairman of Ayushman Committee Dr. Suresh Arora.

Funds Received: Officials shared that 245 crores rupees were received recently 175 crores rupees as this quarter’s budget and 70 crores rupees from the Central Government’s share. The funds are being distributed on a FIFO (First In, First Out) basis.

Budget Shortage: For the ongoing issue of insufficient budget, they informed that a demand for supplementary funds will be raised in the Haryana Assembly’s Monsoon session on 22nd August. However, they couldn’t confirm how much would be requested or approved.

Penal Interest: Officials clarified that penal interest on delayed payments cannot be given. In fact, if hospitals file a case after 7 days, the government is technically allowed to charge interest from hospitals although they are not doing this currently.

Implant Deductions: Regarding automatic deductions of implant costs by the portal, they stated that the National Health Authority (NHA) has already paid for them. A list of such cases will be shared with the respective hospitals.

Unjust Deductions: For unjust or unclear deductions, they asked IMA to provide specific examples. They admitted that specialists haven’t been hired yet for proper case-checking and blamed poor data uploads from hospitals for consuming extra manpower.

NABH Incentive: Hospitals already receiving incentives under HEM 1 will continue to get them if their NABH certificate is still valid. For HEM 2, onboarding will happen only after completing all required formalities.

IMA’s Role in Committees: ACS Health has approved that the IMA Haryana President or a representative will be included in the State Empanelment Committee and State Grievance Redressal Committee. Final approval is pending at the CEO’s level.

The meeting ended with ACS Health inviting IMA to bring empanelled hospitals for a physical meeting next week for further discussion.
