Haryana Cabinet Approves 7 Key Decisions: Special Assembly Session on Nov 26, Strict Rules to Curb ‘Donkey Routes’

Chandigarh/Alive News: The Haryana Cabinet, under the chairmanship of Chief Minister Nayab Singh Saini, approved seven major agenda items concerning state development and youth welfare. Addressing a press conference following the cabinet meeting, the Chief Minister shared details of the landmark decisions.

In a key decision, the government resolved to convene a special session of the Haryana Legislative Assembly on November 26 to mark ‘Constitution Day.’To protect the state’s youth from fraudulent overseas recruitment schemes, human trafficking, and dangerous illegal migration practices—commonly referred to as the ‘Donkey Route’—the cabinet approved the Haryana Travel Agents Registration and Regulation Rules, 2026. Under the new framework, registration is mandatory for all travel agents operating in the state.

In another major boost to land acquisition and urban growth, the cabinet gave its nod to the New Land Pooling Policy 2026. The policy stipulates a 50-50 share of developed land between landowners and the development agency. Additionally, landowners will receive an interim financial assistance of ₹1 lakh per acre annually.

The cabinet also amended the Transferable Development Rights (TDR) policy, allowing TDR certificates to be utilized across low-potential development schemes in the state. Furthermore, amendments to the Haryana Educational College Cadre State Rules, 1986 were approved to streamline the recruitment and promotion process for Junior Lecture Assistants in the education sector.
